High Street Proposals

Date: 15th March 2010

With a rush to spend end of year budgets a plan to narrow the High Street at a number of points was presented to the Eltham & Kidbrooke Area Planning & Environment Committee. Three options were presented with option two being accepted at the March 11th meeting.

The plan was discussed at an earlier meeting of the Eltham Town Centre Partnership. The ETCP strongly opposed the cycle lanes, narrowing of the carriageway while supporting other aspects of the plan. The ETCP also suggested the removal of the pedestrian guardrails adjacent to parking bays because of the safety issue. The guard rail issue will be discussed between the police and the council and a decision made on their fate within two months.

The accepted option will have a mini roundabout at the intersection of Eltham High Street and Footscray Road.

The cycle way is deleted, three kerb build outs or pinch points will be created at pelican crossing on the high street. There will be a build out from the existing crossing in front of Peacocks. And another (insert) will be a build out from the existing crossing near Passey Place. New build outs and centre refuge with be created at Wythfield Road. Right turn facilities will be created on the High Street for West bound traffic to turn into Archery Road.

Concerns were raised that the narrowing of the High Street would cause traffic congestion and force more traffic into the rat runs, such as Archery and Dobell Roads as well North Park.

Intersection hatch markings will be created at Sherard Road / Well Hall
Road and Archery Road /Well Hall Road. Additional central splitter islands will be placed along the high street.

Local MP Clive Efford and Cllr Peter King also expressed concern that there might be an impact on parking.
